Strange vehicle spotted

One of my friends spotted this vehicle northbound on I-81, with private Virginia lic plates…no markings. At first I thought it might be a new replacement “Doppler on wheels” for our storm chasing scientists out west….but the dish is wrong, and there’s 2 of them, one fixed, one on a rotational device. I have a couple military types who are suggesting this is a new crowd control sonic weapon. Opinions?

Possibly, may have weather cover in place for travel. Removed when ready to use.

 

The vehicle doesn’t look like it’s military. My guess is that it’s just someone into amateur radio with a side serving of tacticool
